It is important to note that most of these entities are banned in India under the Unlawful Activities (Prevention) Act (UAPA), with their leaders being declared as terrorists by the Indian government. Additionally, there are concerns regarding the security of the Indian High Commission’s office in the Canadian consulate, as intelligence agencies have received information that Khalistani groups may escalate their protests against Indian officials, leading to potential violence.
India’s diplomatic representation in Canada includes the High Commission in Ottawa, which is the primary mission, and the Consulates General in Toronto and Vancouver.
Sources have revealed that PKEs have previously threatened Indians residing in various areas of Canada, with a specific focus on individuals operating restaurants and cafes, as they are deemed more vulnerable. Students living in Canada may also face clashes in different cities. In recent months, there have been cases where PKEs have defaced Indian temples and statues of Mahatma Gandhi. Cafe owners have also been coerced into closing down if they do not support the Khalistan agenda. Despite these incidents, local police have not taken action against the Khalistani groups responsible for these acts of vandalism.
Tensions between India and Canada have further escalated following Canadian Prime Minister Justin Trudeau’s questioning of India’s role in the killing of Khalistani leader Hardeep Singh Nijjar in June 2023. Nijjar was shot outside a Gurdwara in Surrey, British Columbia. India’s external affairs ministry has rejected Trudeau’s and the Canadian foreign minister’s allegations, describing them as baseless and motivated.
In response to Trudeau’s statement, Canada expelled a senior Indian diplomat. Similarly, India retaliated by expelling a Canadian diplomat. Trudeau has urged the Indian government to take the matter seriously and has expressed his government’s commitment to avoiding provocations and escalations.
These developments highlight the growing concerns over pro-Khalistani activities and political support in Canada, posing potential threats to the Indian diaspora and diplomatic personnel.
