Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PMJANMA): An Initiative for Tribal Justice by the Prime Minister

The Union Cabinet has given the green light to the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan, a scheme focusing on 11 critical interventions for Particularly Vulnerable Tribal Groups, as announced by Minister Anurag Thakur. Prime Minister Narendra Modi unveiled the scheme on Janjatiya Gaurav Diwas in Jharkhand’s Khunti. The initiative, which includes goals such as providing pucca houses, piped water supply, and roads, was approved by the Cabinet on Tuesday.

The total outlay for the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN) is set at Rs 24,104 crore, with the central government contributing Rs 15,336 crore and states adding Rs 8,768 crore. Minister Thakur stated that more than 28,16,000 tribal people from 220 districts in 18 states and one Union Territory will benefit from the scheme, specifically focusing on those who have not yet benefited from government schemes.

The 11 interventions under the scheme include housing, all-weather roads, clean drinking water, electricity, mobile dispensaries, mobile towers, and assured livelihood opportunities. The scheme aims to provide 4.90 lakh pucca homes, construction of 8,000 kilometers of roads, piped water supply, community water supply, mobile medical units, hostels, and vocational and skilling centers. It also includes the construction of Anganwadi centers, last-mile electricity connections, solar off-grid systems, solar lighting, and installation of mobile towers.

According to the 2011 census, India has a Scheduled Tribe population of 10.45 crore, with 75 communities in 18 states and the Union Territory of Andaman and Nicobar Islands categorized as PVTGs. These groups continue to face vulnerability in social, economic, and educational fields. The Pradhan Mantri PVTG Development Mission to improve their socioeconomic conditions was announced in the Union Budget for 2023-24.

Additionally, the Union Ministry of Ayush will establish Ayush Wellness Centers according to existing norms and extend Ayush facilities to PVTG habitations through mobile medical units. The Union Ministry of Skill Development and Entrepreneurship will facilitate skill and vocational training in PVTG habitations, multi-purpose centers, and hostels based on the suitable skills of these communities.
